This tut was written for those with a basic knowledge of psp.
I am using the awesome artwork of Keith Garvey.
The tube is called USA Strong.

Supplies Needed
I used PSPX...but any of them should work.
Drop Shadow usually V2 H2 50 black
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800 or a size you prefer.
Paste paper 7, apply DD Patriotic mask, delete, merge group, resize large to 110%.
Paste your close up tube, apply WSL Mask 84, delete and merge group.
Duplicate the tube, go to Adjust, Blur, Gaussian blur at 4, change the blend mode to screen, apply the Xero filter-Artworx, default settings, merge down.
Paste frame 4 below the tube layer, resize larger to 110%, click inside with your magic wand, expand by 5, paste paper 5, invert, delete, move below the frame layer.
Resize the stars to 75%, apply Mura Meister Copies-Encircle, paste below the paper layer of the frame.
Paste fireworks 3 at the top below the star layer on the left, duplicate, mirror, duplicate, flip, duplicate, mirror, adjust all to your liking.
Paste fireworks 2 at the top below the red fireworks, duplicate, flip, duplicate, move to one side, duplicate, mirror, adjust.
Paste your full tube on the top layer on the right side.
Paste the car on the right below the tube layer.
Paste flower 2 below the car and move over and up some, duplicate, mirror, duplicate, resize to 75%, move above the car layer and to the right some, duplicate again and move over, duplicate once more and move to the right more.
Resize the shopping bags to 75%, place on the left below the smaller flower layer.
Paste flair 2 on the left on the frame.
Resize the flame to 50%, place below the car on one side and the bags on the other side.
Resize the bird to 50%, place in front of the flowers on the left.
Resize candy 3 to 50%, place below one of the flower layers how you prefer.
Resize the blue flower to 50%, place between the red flowers where you like, duplicate a couple of times, move one to the right below the car layer and the other to the left below the bags.
Paste wordart 2 on the close up tube layer.
Paste star 4 above the close up tube on the right, duplicate, resize to 75%, and move about center of the flowers.
Add any other elements you would like, make it your own.
Open a new image 800 x 800 or a size you prefer.
Paste paper 7, apply DD Patriotic mask, delete, merge group, resize large to 110%.

Paste flair 2 on the left on the frame.

Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
